Santiago Lago-Peñas participates in IDEAGOV-Local 2026 on local government financing
Santiago Lago-Peñas, Professor of Applied Economics at the Universidade de Santiago de Compostela and Director of IDEAGOV, took part in IDEAGOV-Local 2026, held on 18 September at the Pazo de Mariñán.
The meeting brought together researchers, public officials and local government representatives to discuss the reform of the Galician Local Administration Law (LALGA), the financing of local governments and the role of municipalities within Spain’s decentralised system.
Lago-Peñas participated in the opening session of the meeting, together with Valentín González Formoso, President of the Deputación da Coruña. The opening introduced the main themes of the day and highlighted the importance of bringing academic research and institutional experience together in the discussion of local government and territorial finance.
Throughout the programme, different sessions addressed the constitutional framework of the proposed reform, municipalities’ participation in regional revenues, the current situation and future of the PICA in Galicia, and the financial aspects of the reform of the LALGA. The meeting also included a roundtable with mayors from Betanzos, San Sadurniño and Ordes, bringing the perspective of local governments into the discussion.
IDEAGOV-Local 2026 provided an opportunity to connect several areas of research and policy work developed around decentralisation, intergovernmental relations and local government finance with current institutional debates in Galicia.
The meeting was organised by IDEAGOV, the International Center for Decentralization and Governance at the Universidade de Santiago de Compostela, with the support of the Deputación da Coruña.
